Work zones kill crew members and motorists every year, and struck-by is one of OSHA's Fatal Four. This course covers temporary traffic control layout, flagger procedure, and the setup and takedown sequence that keeps a crew alive.
Struck-by incidents are one of OSHA's Fatal Four and a leading cause of construction fatalities. In road work, the hazard comes from two directions: public traffic entering the work space, and your own equipment operating inside it.
Internal traffic — your own trucks, pavers and rollers — accounts for a large share of work zone worker deaths. Backing vehicles are especially dangerous. A roller operator has severely limited rear visibility, and asphalt equipment is loud enough that a worker may not hear a machine behind them.
The controls that actually work, in order:
1. Separate workers from traffic entirely where possible (road closure, detour)
2. Physical barriers where separation is not possible
3. Channelising devices and clear layout
4. High-visibility apparel and spotters
High-visibility apparel is the LAST control, not the first. A vest does not stop a vehicle. It is required, and it is not a substitute for a properly laid out work zone.
APPAREL REQUIREMENTS: workers exposed to traffic or mobile equipment must wear high-visibility safety apparel meeting ANSI/ISEA 107. Class 2 is the general requirement for roadway work; higher visibility classes are used for higher-speed roadways and for night work. Flaggers have their own requirements — see the flagging module.
NIGHT WORK adds glare, reduced depth perception and impaired drivers. Lighting the work area is required, and lighting must be aimed so it does not blind approaching traffic.
Every compliant work zone has the same anatomy, laid out in MUTCD Part 6. Learn the parts by name — this is the vocabulary used on plans and by inspectors.
ADVANCE WARNING AREA — where drivers are first told something is ahead. Signs are placed far enough back that a driver has time to read, understand and react. Sign spacing increases with road speed; a 25 mph residential street and a 55 mph highway are laid out very differently.
TRANSITION AREA — where traffic is moved out of its normal path. This contains the TAPER, formed by channelising devices (cones, drums, barricades).
BUFFER SPACE — an empty area between the traffic and the work. It is deliberately kept clear: no workers, no equipment, no material storage. It exists to absorb an errant vehicle before it reaches the crew. Putting the tack truck in the buffer space defeats its entire purpose.
ACTIVITY AREA — where the work happens, containing the work space itself.
TERMINATION AREA — where traffic returns to normal, typically ending with an END ROAD WORK sign.
TAPER LENGTH is calculated, not eyeballed. The merging taper length L depends on the offset width and the posted speed:
• For speeds of 40 mph or less: L = WS² ÷ 60
• For speeds of 45 mph or more: L = W × S
where W is the offset width in feet and S is the posted speed in mph.
Example: closing a 12-foot lane on a 30 mph road. L = 12 × 900 ÷ 60 = 180 feet. On a 50 mph road with the same offset: L = 12 × 50 = 600 feet. Same closure, more than three times the taper.
Getting taper length wrong is one of the most common and most dangerous setup errors. Too short a taper gives drivers no room to merge.
A flagger controls traffic with legal authority. Doing it wrong gets people killed, so the procedure is standardised and not open to improvisation.
EQUIPMENT:
• STOP/SLOW paddle — the primary and preferred hand-signalling device, octagonal, minimum 18 inches wide with 6-inch letters; 24-inch paddles are used on higher-speed roadways
• High-visibility apparel meeting the applicable ANSI/ISEA 107 requirements; retroreflective apparel for night work
• Hard hat
• A means of communication with the other flagger — radio, not shouting
THE THREE SIGNALS:
1. To STOP traffic — face traffic, hold the STOP paddle steady toward approaching drivers, raise the free arm with palm toward traffic
2. To let traffic PROCEED — face traffic, hold the SLOW paddle toward drivers, motion with the free hand to proceed
3. To SLOW traffic — face traffic, hold the SLOW paddle toward drivers, and motion up and down with the free hand
POSITION:
• Stand on the shoulder next to the controlled lane, not in the open traffic lane
• Stand alone — no crew members standing with you, no distractions
• Stand where you are clearly visible with an escape route available
• Never stand where you would be struck if a vehicle failed to stop
• Be visible far enough in advance that traffic can stop safely
NEVER:
• Never turn your back on approaching traffic
• Never leave your post until relieved
• Never use a cell phone while flagging
• Never assume a driver has seen you
TWO-FLAGGER COORDINATION on one-lane, two-way operations: only one direction moves at a time, and the flaggers must confirm the section is clear before releasing the opposing direction. A pilot vehicle is used on long or curved sections where the flaggers cannot see each other.
Training and certification requirements for flaggers vary by state. Virginia and most state DOTs require flagger certification for work on their roadways. Do not put an uncertified person on a paddle.
More crew members are hurt setting up and tearing down work zones than working inside them, because during setup the protection does not exist yet.
SETUP — always work WITH the direction of traffic, starting with the advance warning signs furthest upstream and moving toward the work area:
1. Place advance warning signs first, furthest from the work
2. Place the transition and taper devices
3. Establish the buffer space
4. Last, occupy the work area
This order means that by the time anyone is near the work space, drivers have already been warned and channelised.
TAKEDOWN — the exact reverse. Remove devices closest to the work first and work upstream against the order of installation, removing the advance warning signs last. Never remove the advance warning while crew are still exposed downstream.
DEVICE CONDITION matters legally and practically. Cones and drums must be clean, upright, and retroreflective for night use. A flattened, asphalt-stained cone does not channelise anybody and is a citable deficiency.
DURING WORK, continuously monitor the zone:
• Devices get knocked over by traffic and wind — reset them immediately
• Signs get turned or blocked
• The work area moves as paving progresses, and the layout must move with it
A work zone is not a setup-and-forget task. Assign someone responsibility for maintaining it.
ACCOMMODATING PEDESTRIANS: if the work blocks a sidewalk or pedestrian route, a safe alternate route must be provided. Pedestrians will not walk a long detour — if the alternate route is unreasonable they will walk into the roadway, which is now your hazard. Routes must also remain accessible to people with disabilities.
Your own equipment is a leading killer inside the work zone.
BACKING is the highest-risk routine operation on a paving job. Dump trucks back to the paver repeatedly, all day, with a crew working around them.
RULES:
• Use a spotter whenever a vehicle backs where the operator's view is obstructed
• The spotter stays in the driver's mirror view at all times — if the spotter cannot see the driver's face or mirrors, the driver cannot see the spotter
• The spotter never walks backward, and never positions between the backing vehicle and any fixed object
• Agree hand signals before the shift, not during the manoeuvre
• If the spotter loses sight of the driver, the vehicle stops — no exceptions
• Reverse alarms are required and must work, but an alarm is not a substitute for a spotter
BLIND SPOTS: rollers and pavers have severe blind areas. Never assume an operator sees you. Make eye contact before entering the machine's swing or travel path, and stay out of the pinch point between the roller and the paver.
HOT ASPHALT is its own hazard. Mix is placed at temperatures that cause immediate severe burns on contact. Long sleeves, heat-resistant gloves, and boots rated for hot asphalt are required. Never reach into the auger or hopper area while the machine is running.
AN INTERNAL TRAFFIC CONTROL PLAN establishes where trucks enter, circulate, and exit the work area, keeping vehicle paths separated from where workers are on foot. On larger jobs this should be briefed at the tailgate meeting and physically walked before work starts.
The question to ask at every tailgate meeting: where will the trucks be, and where will people be standing?
Answer before you open the reveal — that is the whole point.
